Environmental and sanitary engineer and administrator of natural resources, specialist in public management and administrative institutions and studies in air quality management, and negotiation in Climate Change, with more than 20 years of professional experience in sustainable development, licensing and environmental management. He has stood out as director of the Climate Change Directorate of the Ministry of Environment and Sustainable Development (MADS), was part of the team that formulated the National Climate Change Policy, led the technical team that represented Colombia in the Paris Agreement and structured the first Nationally Determined Contribution (NDC) of Colombia. He has participated in the formulation and implementation of regulations on air pollution and quality, emissions from stationary and mobile sources, noise emissions, management of post-consumption programmes and circular economy. He currently serves as Director General of the National Environmental Licensing Authority, in his administration he has achieved that the ANLA is recognised as the most transparent entity in the public sector in 2021 and rated as the best entity in the environmental sector from 2020 to date.
